The PSSD is applying for a federal grant managed through the Tennessee Emergency Management Agency (TEMA) to protect students, staff, and citizens from the perils of severe weather. The Safe Room will be part of the Phase III Construction to W.G. Rhea Elementary School. If awarded the FEMA grant, up to $807,909 of the total projected cost of $1,077,213 will be paid by FEMA. The final project design will incorporate the design and construction requirements for a Federal Emergency Management Agency (FEMA) 361 safe room that would enhance the surrounding community by creating a permanent safe haven during severe weather for the citizens of Paris and Henry County. PSSD officials and TEMA/FEMA funding guidelines indicate this grant will provide a safe room, while using minimal PSSD resources. The grant will consist of 75% federal funding, 12.5% state funding and 12.5% local (PSSD) funding. The majority of the PSSD’s contribution will be in the form of construction work and services, with a maximum of 12.5% of the total project cost. If selected for the grant, the project could take up to two years to complete with an estimated year spent on processing documents, obtaining permits, and other required documentation.
